[Issue]: Greyed out picture with HDR 1440 1080p

Describe the bug

When using resolutions lower than 4k in moonlight - HDR enabled windows PC host with any resolution looks greyed out, overbrighten, oversh.

Steps to reproduce

Setup resolutions lower than 4k in moonligh settings
Launch windows explorer streaming from PC
Enable HDR in windows
See that picture distorted and blinking to normal sometimes.
Windows SDR content brightness increase or decrease issue but not solving

Switching moonlight 4k solving all problems.

Start by reproducing the HDR stream on the Nvidia Shield with Windows 11 at 1440p or 1080p, then compare it with 4K and review the Android video-rendering path and available logs. Done means lower-than-4K HDR streaming is no longer greyed out, overbright, or intermittently blinking.
