Research direction
The issue asks whether both the upper and lower sections can use draggable flatlists, including moving items between them. No file, test, or entry point is named; begin by locating the existing drag-and-drop and section-list implementation. Done would require an agreed cross-list behavior and a demonstrated implementation, but the issue does not define acceptance criteria.
