Description
В купе с #501 #502 (усиление контроля критериев/наборов админами)
- сделать возможность изменения параметров пользователя (как минимум набора критериев и форматов)
- упростит переход/проверку критериев и наборов (а не делать всё через moodle)
- сбрасывать passback в таком случае (поскольку уже не имеет общего с задачей)
