Description

Maybe I'm just doing something wrong, but I've tried all combinations of
stack-pr config [common|repo].[base|target] branch_name to set my defaults with no luck. It works fine when I do either -T or -B to stack-pr view. It' sjust annoying that I need to constantly pass it, though. It might be nice to have a how-to in the readme.

Research direction

Reproduce the issue with stack-pr config [common|repo].[base|target] branch_name, then compare its behavior with stack-pr view -T and -B. Trace the configuration handling and update it so saved branch defaults are honored; document the working commands in the README.
