Description
Items the v1 scope decision (2026-07-16) and SEP appendices explicitly defer, so they don't get lost. Each needs its own decisions.md proposal entry if pursued:
- Distribution via well-known URL
- Dynamic tool loading from skills
- Archive reintroduction (constraints recorded in the threat-model appendix: restricted profile, must match the
resourcesset) - Registry / provenance signaling (deferred in the supporting-file-digests discussion)
Related open proposals tracked separately: batch resource read (#128), large-catalog discovery (#99, #122).
