Description

NodeConfig is a complex integration that sees that configuration flows into very different parts of the system. Currently, config of the local node and config destined for the cluster are mixed into a single configuration object, making the ownership and data flow confusing.

Let's separate the node local configuration items from those destined for the cluster.
