Description
The executor in this repository (used for standalone setups, not embedded in docker) does not yet implement the new ClusterVolumes option. While the option is "optional" (it's a new feature), it would be good to implement it in the executor in this repository as well.
See https://github.com/moby/swarmkit/pull/3103#discussion_r1049607938 for further details.

Research direction
Start by reading the standalone executor and the ClusterVolumes discussion in swarmkit PR #3103; the issue names no specific file or test. Done means the standalone executor handles the optional ClusterVolumes feature, matching the behavior described in that discussion.
