Description
Currently only swarm-scope network drivers are supported in swarm. This request is for swarm support of local-scope network drivers whose state is stored locally in the engine. A specific use-case for this is a driver who receives IP allocation that is dependent on the host that a container is scheduled.
This is an alternative solution to the use-case described in #1477
