Description

One of the metrics reported with results submissions is the standard deviation of the primary metric.

The rules currently imply a requirement for consistency of runs but we don't have them defined. We should have a defined rules as to the allowed standard deviation.

Research direction

The issue names no files, tests, or entry points. Start by locating the rules for results submissions and the primary-metric standard deviation, then determine and document an allowed consistency threshold; done means the rules explicitly define the permitted standard deviation.
