Description

A benchmark will happily run and then die at the very last step if there are no standards available for that locale and prompt set.

Add a check so the job doesn't run if standards are not available, with a helpful error message.

Research direction

No file or test is named. Start by locating the benchmark execution path that handles locale and prompt-set standards, then run a case with no available standards. Done means the job stops before running and reports a helpful error explaining that standards are unavailable.
