Research direction

Start by reproducing the failure with conda build, then inspect the dependency specifications used for the CodeCarbon 2.3.3 package and the linked conda-forge feedstock pull request. Done means the package can be built without the reported Dash, Flask, and Werkzeug incompatibilities.
