Description

Unless I missed something, it's possible to add a new element at the end of children, and it's possible to remove an element from the tree, but it's not possible to insert an element at a position (or before or after a reference element).

Meanwhile "inserting" a text node is supported by setting the tail of the appropriate element, because in the elementtree model that's not really insertion.

Is this missing because it's difficult to implement or is it just something that wasn't needed yet?
