Description
The endpoint currently supports searching for references by URL, but when performing a search with only a URL, the results still include most references, and the reference(s) with the specified URL are not prioritized. This makes it difficult for users to quickly identify if a reference with a given URL already exists.

Research direction
Start by locating the REST API endpoint that handles reference searches by URL and inspect its current URL-only behavior. Use the existing search coverage, if present, to reproduce a URL-only query; done means matching references are prioritized and unrelated references no longer dominate the results.
