[REQUEST] Improve empty state on Release Management page

Description
When there are no release tracks, the Release Management page currently shows the section headers with empty space underneath. It feels a little unfinished because there isn't any context or clear empty state.
Add a friendly empty state when there are no standard or virtual release tracks yet. Instead of showing empty sections, display a centered message with a short explanation (e.g. "Create a release track to start organizing candidates, staged objects, and tagged releases.")
