Description

When there are no release tracks, the Release Management page currently shows the section headers with empty space underneath. It feels a little unfinished because there isn't any context or clear empty state.

Add a friendly empty state when there are no standard or virtual release tracks yet. Instead of showing empty sections, display a centered message with a short explanation (e.g. "Create a release track to start organizing candidates, staged objects, and tagged releases.")

Research direction

Start at the Release Management page entry point and inspect how standard and virtual release tracks are rendered. Add a centered explanatory empty state when both track types are absent, then verify that existing tracks still display normally and the no-track message appears only when appropriate.
