[REQUEST] Add supplant status policy to the new standard release track modal

Description
The create new standard track modal currently only exposes member sync strategy and supplant behavior. We should add supplant status policy there as well so users can choose whether replacement objects preserve or reset the workflow status when the track is created. Virtual release track creation should remain unchanged.
