Description
We have a startup function which checks for deployments and checkboxes and starts tasks to poll these if necessary. When a RC deployment is finished doof will say that the checkboxes are ready to be checked. However Doof will not say this on startup. We need to make sure Doof says this after startup when a deployment completes, but to not say it if Doof is starting up and the deployment has already happened.
