Description

NOT LIKE does not list NULL items so I'm replacing

WHERE datas NOT LIKE '%2023%' to
WHERE datas IS NULL OR datas NOT LIKE '%2023%'

but to get same results in single query there a shorter way like

WHERE (datas LIKE '%2023%') IS NOT TRUE

so is there possible way to add in_not_true and is_true?

Research direction

No files or tests are named. Start by locating the existing query-operator definitions and SQL generation entry point, then compare current LIKE and negation handling; done means the requested is_true and in_not_true operators generate the intended NULL-aware SQL behavior shown in the issue.
