Description
I am adding some control stategies in the ontology and I am not sure which definition is the best for quarantine:
- Quarantine: http://purl.obolibrary.org/obo/NCIT_C71902; definition: Place into enforced isolation
- quarantine control strategy: http://purl.obolibrary.org/obo/APOLLO_SV_00000327; elucidation: An infectious disease control strategy whereby organisms who have had contact with infectious organisms but are not symptomatic or otherwise known to be infectious are prevented from having contact with other susceptible organisms.
For the second definition, does it imply that only not symptomatic are included in that definition?

Research direction
Review the NCIT_C71902 and APOLLO_SV_00000327 definitions cited in the issue, along with the open pull request #95. Resolve whether quarantine includes only asymptomatic contacts or a broader group, then update the ontology consistently once the definition is agreed.
