Describe the bug
I am trying to unconsent to permissions and not able to turn them back off.
To Reproduce
Steps to reproduce the behavior:
- Turn on a user read permission.
- Try to turn it off and get a grayed out button
- Turn on permissions it says it needs
- Now can't turn off even those permissions
Expected behavior
I should be able to toggle on and off permissions

Research direction
Start by reproducing the permission-toggle flow in Microsoft Graph Explorer on Mac Safari: enable a user read permission, try to disable it, and follow the additional permissions prompt. Inspect the frontend permission controls and compare the enabled and disabled states. Done means permissions can be toggled on and off without the button becoming incorrectly grayed out.
