Description
We have the following at some tenants. But it does not happen everywhere.
Scenario:
- Alice calls Bot
- Bot Accepts Call
- Bot Invites Bob
- Bob Accepts Call
- Chat is created for Bob (Everytime a new one)

We were able to reproduce this issue by setting Coexistence mode set to Island.

However, other tenants have teams only there. We are not sure what causes this as it does not happen everywhere.
Ideally we would like to be able to avoid this.
Does anybody know what other settings might cause this?
Does somebody observe the same behaviour?
