Description

Describe the issue
When a recording policy is applied to a user, the following banner shows up for all participants in the Teams meeting that is being recorded:
Recording started. Policy applied to one or more participants requires this call to be recorded.
This notification is very ambiguous and we have gotten a lot of feedback from users that they were confused about this banner.

Expected behavior
The best case scenario would be that the policy with the highest priority can modify a portion of this message so that it would read something like: "Recording started. XXX". The administrator setting up the policy for the organization would input the text to be displayed on the banner. That would allow the administrator to message to users why their meeting was being recorded.
