Description

In PolicyRecordingBot, after the call is established, I added code to SubscribeToToneAsync, similar to what the IncidentBot is doing. The server replies with 500 InternalServerError, code 9999, Encountered Exception during ToneSubscription.
What could be the problem?

Research direction

Start by comparing the PolicyRecordingBot and IncidentBot implementations around SubscribeToToneAsync after call establishment. Reproduce the 500 response with code 9999 and inspect the available exception details; done means the cause and required correction are documented or verified.
