Steps to reproduce:
Install emacs with GUI support.
Launch Emacs by running "emacs &" from a terminal.
Then, switch between the emacs window and other windows, typing "Alt+Tab" chord.
WSL logs:
No response
WSL dumps:
No response
Expected behavior:
Emacs works fine when its window gets the focus.
Actual behavior:
Emacs behaves as if the Alt key was pressed.
To restore normal behavior, I have to press the Alt key one time.
