Research direction

Reproduce the taskbar hover behavior using the listed Windows, Ubuntu, and WSLg versions, then inspect /mnt/wslg, especially versions.txt, pulseaudio.log, and weston.log. The issue's expected and actual behavior sections are empty, so first document the observable failure and identify which WSLg component is involved; done means the blinking is no longer reproducible and the behavior is covered by a verified fix.
