Research direction
Reproduce the issue using WSLg 0.51.2.0 by pasting the provided Cyrillic text into Emacs, then compare the result with pasting into GEdit. Trace the WSLg clipboard path involved in the Emacs case; done means Cyrillic text pastes properly in Emacs without regressing the working GEdit behavior.
