Description

scope -v/-vv to winml.modelkit and only lower the root level at -vvv (pip-style), so deep third-party debugging is still reachable when truly needed

Research direction

Start with PR 793 and the code path that parses -v, -vv, and -vvv. Verify that the first two levels scope logging to winml.modelkit, while -vvv also lowers the root level so third-party logs are emitted.
