Description
From https://github.com/microsoft/winml-cli/pull/793
Currently compile was the only command that honored a config-file verbose key, and it was never a real WinMLBuildConfig field (absent from to_dict/from_dict, so winml config never wrote it) — just an undocumented top-level raw-JSON peek.

Research direction
Start by tracing the compile command's config-file handling and the WinMLBuildConfig to_dict/from_dict methods. Check how the winml config command writes fields, then ensure the verbose and quiet options are represented consistently and honored by the relevant commands. Done means these options are serialized and no longer depend on a raw top-level JSON lookup.
