Brief description of your issue

When trying to install paint.net 5 (after previously uninstall paint.net 4), it gave me An unexpected error occurred while executing the command: 0x80070032 : The request is not supported.

This is similar to https://github.com/microsoft/winget-cli/issues/2371, but my winget version is 1.3 already.

Steps to reproduce

Run winget install paint.net

Actual behavior

An unexpected error occurred while executing the command: 0x80070032 : The request is not supported.

Expected behavior

App get installed successfully.

Start by reproducing winget install paint.net with the reported Windows Package Manager v1.3.2691 environment and inspect WinGet-2023-02-20-15-20-25.948.log. Compare the failure with issue 2371 and determine whether the package manifest or the client is responsible; done means paint.net 5 installs successfully after paint.net 4 was removed.
