- I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
- I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue
when I attempt to upgrade jgraph.draw (also known as draw.io), using the command Winget upgrade jgraph.draw, the installer will download but attempting to run it will cause an error "windows cannot access [location of installer]". when i click cancel, Winget reports the error: "0x800704c7: Unknown error"
Steps to reproduce
upgrade jgraph.draw from a old version.
Actual behavior
the installer errors with a cannot access error. exiting the installer reports a "0x800704c7: Unknown error"
Expected behavior
jgraph.draw should update successfully.
