Description
Notify manifest authors before deleting the last manifest for a package
As a package manifest author I want to be informed before the package is deleted when automation determines no installer is available.
When the pipelines determine the final manifest for a package is invalid, the body of the Issue should @mention authors to let them know a package is about to be removed.
