Please confirm these before moving forward
- I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
- I have not been informed if the issue is resolved in a preview version of the winget client.

Installation issue.
Brief description of your issue
When I updated the Windows SDK with winget, and it installed all components instead of just upgrading those that were installed.
Steps to reproduce
- I installed the Windows SDK manually, selecting only the "Debugging Tools for Windows" component.
- Update using winget
Actual behavior
All components are installed.
Expected behavior
Only selected components are installed.
