[Package Issue]: Microsoft.WindowsSDK - upgrade doesn't respect selected components

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue

When I updated the Windows SDK with winget, and it installed all components instead of just upgrading those that were installed.

Steps to reproduce

1. I installed the Windows SDK manually, selecting only the "Debugging Tools for Windows" component.
2. Update using winget

Actual behavior

All components are installed.

Expected behavior

Only selected components are installed.

Start by reproducing an update of Microsoft.WindowsSDK after manually installing only the Debugging Tools for Windows component, using the reported Windows Package Manager environment. Compare the components installed by the update with the selected components; done means the update preserves the existing component selection instead of installing all components.
