[Package Issue]: Microsoft.DotNet.SDK.7 attempts unattended reboot at install time

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Installation issue.

Brief description of your issue

The dotnet 7 sdk installer attempts to perform a reboot without any confirmation. All my work is closed down! I could intercept and prevent the reboot, but only after most things had been closed down. Of course, this is unexpected behavior.

Steps to reproduce

winget install Microsoft.DotNet.SDK.7

Actual behavior

during installation, the machine is set to reboot without any user intervention

Expected behavior

I expect the package to be installed, and if a reboot is necessary, a message to that effect would be printed out on the commandline.

Start by reproducing winget install Microsoft.DotNet.SDK.7 with the reported winget version and review the diagnostic logs under %LOCALAPPDATA%\Packages\Microsoft.DesktopAppInstaller_8wekyb3d8bbwe\LocalState\DiagOutputDir. The issue is done when installation no longer reboots the machine without intervention and communicates any required reboot on the command line.
