Actual behavior

NodeJS is upgraded to the latest version.

Research direction

Start by reviewing the OpenJS.NodeJS package manifests and the behavior of winget upgrade --all for installed minor versions. The issue does not name specific files or tests, so first identify how runtime versioning and upgrade constraints are represented. Done means an earlier minor version receives only the latest patch release within that minor version.
