Installer fails with error dialog.

Running the installer manually gives a slightly different error, with a link:

This version of the installer is no longer supported. Please download again from the download site. https://go.microsoft.com/fwlink/?LinkID=2214968
```

### Steps to reproduce

Install package.

(Manually run the installer to see the message).

### Actual behavior

See above.

### Expected behavior

Installs.

### Environment

Start by reproducing the Microsoft.SQLServer.2022.Developer installation on the reported Windows environment and compare it with manually running the installer.
