### Brief description of your issue

If you have already installed the Microsoft.Powershell arm64 architecture on an ARM hardware device and use the standard winget upgrade, the x64 version is installed and the arm64 version remains untouched. After that, PowerShell crashes due to the mixed architecture.

### Steps to reproduce

* Use an arm hardware
* Install any powershell arm64 edition
_ use winget upgrade to upgrade to the current version

### Actual behavior

The incorrect architecture has been installed instead of upgrading the correct architecture.

### Expected behavior

Upgrade an arm64 edition with the correct architecture

### Environment

Windows desktop: v10.0.26200.9445
App Installer: v1.29.290.0
```
