[Package Issue]: ProgdigySoftwareS.A.R.L.CDisplayEx version 1.10.33 #385415

• I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue

windows 11 25h2 uptodate / winget 1.29.290
the command 'winget upgrade --all --include-unknown --wait'
reinstalls cdisplayex each time i launch it with normal parameters
previously installed on same machine/environment

Steps to reproduce

To reproduce the issue, simply download/install CDisplayEx version 1.10.33 via the url source : https://www.cdisplayex.com/files/CDXWin64v1.10.33.exe
then launch winget in a terminal window with this command line :
winget upgrade --all --include-unknown
the parameter --include-unknown triggers the reinstall/same version each time

Actual behavior

winget reinstall the package same version as if there is an update

Expected behavior

winget detects the package installed and no new version and do nothing
