Description
### What type of update are you requesting?
A change to the package metadata
### Current Package Identifier
Microsoft.ScoutAgent
### Package Version
0.23.578
### Please describe the changes you would like to see
The Microsoft Scout installer has the ability to install for the user but also for anyone that uses the computer. However, the metadata does not contain any instructions for user scope versus machine scope.
Would it be possible to have the package metadata modified to contain both scopes and apply the correct command-line switches.

Research direction
Locate the manifest for Microsoft.ScoutAgent version 0.23.578 and review its installer metadata alongside the reported user and machine scopes. Confirm the appropriate command-line switches for each scope, update the metadata for both x64 entries, and run the repository's manifest validation checks to verify the result.
