[Package Issue]: microsoft.winappcli uses wrong icon

### Brief description of your issue

When updating the package microsoft.winappcli it shows a OneDrive icon.

### Steps to reproduce

Run "winget install microsoft.winappcli" with the winapp cli already installed.

### Actual behavior

A OneDrive icon is shown

### Expected behavior

The WinApp CLI icon is displayed.

Locate the microsoft.winappcli package manifest in the winget-pkgs repository and inspect the metadata used for its icon. Reproduce the issue with "winget install microsoft.winappcli" while it is already installed; done when the displayed icon is the WinApp CLI icon rather than OneDrive.
