Description

### Please confirm these before moving forward

- [x] I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
- [x] I have not been informed if the issue is resolved in a preview version of the winget client.

### Category of the issue

Installation issue.

### Brief description of your issue

The recentmost version in Winget, 2.0.0.1, was published in 2023, and was EXE-based. I have however succeeded in finding newer 2026 MSIX versions, and have submitted a PR for it.

There's just one problem:

For goodness knows what reason, Microsoft gave the new versions **lower** version numbers than the 2023 one. So in order to avoid all sorts of problems, the ≤2023 versions (2.0.0.1, and likely also 1.0.9.9 and 1.0.9.8) should either be deleted, or be moved to a separate `Microsoft.BingWallpaper.Legacy` package.

### Steps to reproduce

1) Run `winget show Microsoft.BingWallpaper`.
2) See it shows the newest version as 2.0.0.1.
3) Download and install https://download.microsoft.com/download/3c0e11a1-2e57-4bc3-b877-1a04248078a4/W011/0x00005001/BingWallpaper_1.1.459.0_x86.msix
4) See that it is evidently newer but has a lower version number (1.1.459).

### Actual behavior

A 3-year old version is shown as the newest in Winget, even after a more recent version(s) gets added to Winget.

### Expected behavior

That 1.1.459 is shown as the newest version once the soon-to-be-submitted PR gets merged.

Research direction

Start with the Microsoft.BingWallpaper package data in winget-pkgs and compare it with the PR mentioned in the issue. Use `winget show Microsoft.BingWallpaper` and the listed 1.1.459 MSIX as checks; done means legacy versions are separated and 1.1.459 is reported as the newest version.
