Description
For some reason, the pipeline/wingetbot always removes https://github.com/microsoft/winget-pkgs/labels/Waived-Validation-No-Executables label and reassign https://github.com/microsoft/winget-pkgs/labels/Validation-No-Executables back, making one of my PR getting stuck forever:

Research direction
Start by inspecting the pipeline/wingetbot logic that removes the Waived-Validation-No-Executables label and reapplies Validation-No-Executables. Reproduce the behavior against PR 392799 and trace how the labels are evaluated. Done means a valid waiver remains in place instead of being overwritten by the pipeline.
