### Why this needs manual attention

The currently published winget version, `1.6.3`, is a bad release for newer DaVinci Resolve versions. The `1.6.4` release contains the compatibility fix, but the winget update PR is currently `REVIEW_REQUIRED` / `BLOCKED` even though the Azure validation label is passing.

The package is a DaVinci Resolve DCTL/plugin installer, not a standalone Windows application, so no installed executable or app UI is expected. That appears to explain the `Validation-No-Executables` label on the PR.

### Validation already done

- The PR follows the accepted `1.6.3` manifest layout.
- The manifest points to the direct Inno installer `.exe` from the `v1.6.4` GitHub release.
- Local `winget validate --manifest` succeeded.
- The PR has the `Azure-Pipeline-Passed` label.
