Description

### What type of update are you requesting?

A new version of an existing package

### Current Package Identifier

DoD.STIGViewer

### Package Version

3.7.0

### Please describe the changes you would like to see

Is it possible the `--scope` option can be added to this package so it can be installed under the machine context? This will help with AVD builds that uses FSLogix and Multi-Session so when installed under the Machine/System context, any users who logs on to that system will have that application available.

By itself with MSI when not using winget, the MSI can install under Machine/System context and will load for users who logon to that same system.

Research direction

Locate the DoD.STIGViewer package entry for version 3.7.0 in the winget-pkgs repository and review how its installer scope is represented. Compare similar packages that support machine-context installation, then verify that the resulting package can install for all users on the system.
