Brief description of your issue

When uninstalling Microsoft.VC++2015-2022Redist-x64 the computer gets rebooted without warning.

Steps to reproduce

winget uninstall --id Microsoft.VC++2015-2022Redist-x64

Expected behavior

winget uninstall failing with a message of "reboot required to perform uninstall"

Actual behavior

Computer gets rebooted and all apps get force closed and all users logged out.
