Description

### Please confirm these before moving forward

- [x] I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
- [x] I have not been informed if the issue is resolved in a preview version of the winget client.

### Category of the issue

Installation issue.

### Brief description of your issue

Voidstar.FilePilot doesn't actually install the package. It "installs" the installer, then adds a link to it:

Image

```
> where.exe FPilot.exe
C:\Program Files\WinGet\Links\FPilot.exe
```

### Steps to reproduce

```
> winget install --id Voidstar.FilePilot --interactive --scope machine --skip-dependencies
```

### Actual behavior

Winget installs the installer, then adds a link to it.

### Expected behavior

Winget installs the actual package.

Research direction

Start by reproducing the issue with `winget install --id Voidstar.FilePilot --interactive --scope machine --skip-dependencies`, then locate the Voidstar.FilePilot package entry in this repository. Compare its installation behavior with the expected actual package installation; it is done when the command installs the package rather than the installer and link.
