Research direction
Start by reproducing `winget upgrade Microsoft.PowerShell` from version 7.6.0.0 on the stated Windows environment, then inspect the supplied WinGet log for the failing upgrade step. Compare the package's current metadata with the requested 7.6.1.0 update; done means the upgrade completes successfully and the package reports the new version.
