### Please describe the changes you would like to see

The project [SamHocevar.WinCompose](https://github.com/samhocevar/wincompose) is abandoned, see its [issue #543](https://github.com/samhocevar/wincompose/issues/543) for details. The latest release is from 09/2021 and for a long time, [only translations have been committed to the repository by weblate](https://github.com/samhocevar/wincompose/commits/master/), not involving any activity by the main developer who doesn't even respond to [any open issues](https://github.com/samhocevar/wincompose/issues).

The project [has since been forked](https://github.com/ell1010/wincompose) and is (more or less) actively developed -- the [latest release is almost a year old](https://github.com/ell1010/wincompose/releases), but [there's still commit activity and pull requests are being accepted](https://github.com/ell1010/wincompose/commits/main/).

So, can we please migrate `SamHocevar.WinCompose` to `Ell1010.WinCompose`, including the version upgrade to 0.9.15.1?
