Meld seems to have changed the location of new Windows installers, and the main homepage does not directly list the latest release.

The release list (linked from https://meldmerge.org/ and https://meld.app/ ):

It lists [3.23.1](https://gitlab.gnome.org/GNOME/meld/-/releases/3.23.1) as the latest release (at the time of writing).

But to find the Windows installer you need to go to the Windows build job artifacts here:
https://gitlab.gnome.org/GNOME/meld/-/jobs/5957426/artifacts/browse

You can see that it's the correct version by the tag (and that it's the same commit hash as the release listed).

Locate the current Meld.Meld manifest in winget-pkgs and compare its installer details with the 3.23.1 release and GitLab Windows build artifacts linked in the issue. Update the manifest for the verified 3.23.1 installer and validate the package metadata with the repository's checks.
