[New Feature]: Validation Pipeline (known classes of problems)

### Description of the new feature/enhancement

There are several known classes of problems interfering with automated dynamic validation.

In many cases, these cause validation to fail with "Internal-Error-Dynamic-Scan". When we encounter these problems and there is a known solution (or there should be), they should be added as "sub-issues".

The list of sub-issues represent work we will prioritize once the GitHub App has been deployed and stabilized.
