### Description of the new feature/enhancement
When validation detects an icon, I'd like to see a comment on the PR with the detected Icon metadata.
This will help PR authors have some visibility into the Icon that was detected and added to the merged manifest for the WinGet Community Repository. In the event an icon was not detected, a comment should be included on the PR to indicate that outcome as well. If validation fails prior to icon detection, the comment is not necessary.
