[Package Issue]: Microsoft.VisualStudio.BuildTools never upgrades from 18.0.1

Please confirm these before moving forward

• I have searched for my issue and not found a work-in-progress/duplicate/resolved issue.
• I have not been informed if the issue is resolved in a preview version of the winget client.

Brief description of your issue

If Microsoft.VisualStudio.BuildTools is installed, upgrade from 18.0.1 to .2 never ends, it just repeats the next time upgrade --all is ran.. even though it says upgrade finished correctly

Steps to reproduce

winget install Microsoft.VisualStudio.BuildTools
winget upgrade --all

Actual behavior

tries to upgrade itself always

Expected behavior

Upgrades once per version

Start by reproducing the issue with winget install Microsoft.VisualStudio.BuildTools and winget upgrade --all on the environment described in the report. Then inspect the package metadata for Microsoft.VisualStudio.BuildTools and compare the installed and available versions. Done means the package upgrades from 18.0.1 to .2 once and is not offered again by a subsequent upgrade --all.
